and while we're at it. . . can we decorate our rooms? to what extent?

You can decorate the rooms. You need to use removable adhesives or hooks on the walls - things that will not make or leave a mark. No nails, thumbtacks, double-sided tape - that sort of thing. You also can't hang things from the ceiling (fire hazard), but near the ceiling, flush against the wall is ok.

Also, no extension cords - you can bring a power strip with a surge protector, however.
